When the OFDM scheme is used in an idle state, when the receiving quality relating to the time difference which is obtained by the measurement unit is deteriorated below a threshold value corresponding to a guard interval used in the OFDM scheme, the control unit causes the measurement unit to measure the receiving quality of the received signal in the CDMA scheme.
