    Abstract: A non-aqueous electrolyte electric double-layer capacitor in which there is no danger of being ignited, bursting or catching flame at the time of a short-circuit, has low internal resistance, superior properties at low temperatures, and is self-extinguishable or incombustible. In a first aspect, a non-aqueous electrolyte includes a non-aqueous electrolyte having a phosphazene derivative. In a second aspect, a potential window of the phosphazene derivative is a range having a lower limit of +0.5 or lower and an upper limit of +4.5 or higher, and a potential window of the organic solvent has a wider range than the potential window of the phosphazene derivative. In a third aspect, a conductivity of a quaternary ammonium salt solution (0.5 mol/l) is 2.0 mS/cm. In a fourth aspect, a permittivity thereof at a temperature of 25° C. is 15 or higher and a viscosity thereof is 20 mPa·s (20 cP) or lower.

A first aspect of the non-aqueous electrolyte electric double-layer capacitor has a positive electrode, a negative electrode and a non-aqueous electrolyte which contains at least 2% by volume to less than 20% by volume of phosphazene derivative and a supporting electrolyte. A second aspect thereof has the positive electrode, the negative electrode and the non-aqueous electrolyte which contains at least 20% by volume of phosphazene derivative and the supporting electrolyte.

C.;heat-treating and making the pitch infusible in an oxidizing atmosphere at a temperature not more than a fusing temperature of the pitch and not less than 50.degree. C. but not more than 400.degree. C. to allow the pitch to have an oxygen content of 12-25% by weight; and thenheat-treating and carbonizing the pitch in an inert gas atmosphere at a temperature not less than 300.degree. C. but not more than 700.degree. C.

    Abstract: A chromating liquid for forming a chromate film on a Zn or Zn-alloy plated steel sheet, is prepared by adding and mixing a silane coupling agent in a molar ratio of from 0.05 to 0.3 relative to Cr.sup.6+ contained in an aqueous chromating liquid which contains 1-30 g/l of Cr.sup.6+ and 1-30 g/l of Cr.sup.3+ at a weight ratio of Cr.sup.6+ /Cr.sup.3+ ranging from 0.1 to 2.0; and further contains 1-59 g/l of hydrofluoric acid and 1-59 g/l of phosphoric acid at total of hydrofluoric acid and phosphoric acid ranging from 2 to 60 g/l and at a weight ratio of (fluoride ions+phosphate ions)/Cr.sup.3+ ranging from 0.5 to 3.5. and, further said chromating liquid is applied on a surface of the zinc-based plated steel sheet and is then dried, thereby forming the chromate film having a coating amount of from 10 to 150 mg/m.sup.2 in terms of the chromium.

The electric capacities of the positive and negative materials are selected such that the electric capacity of the carbonaceous material at a potential of 1 volt or lower vs. lithium counter electrode is 0.8 to 1.8 times the electric capacity of vanadium pentoxide at a potential of 2.5 volts or higher vs. lithium counter electrode. Graphitized mesophase microspheres resulting from carbonization of pitch is preferred carbonaceous material. The battery is improved in both charge/discharge cycle and overdischarge properties.

    Abstract: Zinciferous surfaces, particularly those of galvanized steel, may be effectively protected against corrosion, either as treated or after painting, while remaining easy to weld, by contact with an aqueous solution containing chromium in both +6 and +3 valence states, phosphate, a tertiary alcohol or similar oxidation stable, water soluble organic compound as a wetting agent, and a silane coupling agent, followed by drying with a film from the solution still in place on the surface. A thin coating containing 10-200 mg/m.sup.2 of chromium is formed on the surface to provide a protective layer that is also an excellent base for paint.
