The insulating layer 7 is converted from a positive novolac, negative cyclized rubber or chemical amplified photoresist layer shaped to a grate pattern, by baking treatment to remove water and a solvent from the photoresist layer. Electric resistance of the insulating layer 7 is good enough to inhibit leakage of an electric current between the electrodes 2 and 5. The EL display panel reproduces a distinct image over a long term without growth of dark spots.
