When the geometric center of the shape of an outer edge of the valve surface is called the valve center and the geometric center of the shape of an opening of the bypass passage in the valve seat surface is called the opening center, the shortest distance from the valve center to a central axis of the shaft is longer than the shortest distance from the opening center to the central axis of the shaft.
