The hydraulic cylinder control unit outputs a command signal for lowering the boom when the distance between the monitoring point and the design topography is equal to or smaller than a prescribed value and when the bucket is expected to move in such a direction that the monitoring point moves away from the design topography as a result of an operation of the arm.
