The treatment content setting unit swaps the first treatment content and the second treatment content in accordance with a preset instruction. The treatment instruction unit, when the first treatment content and the second treatment content are swapped, instructs the first electrical treatment device and the second electrical treatment device to treat the user in accordance with the first treatment content and the second treatment content, which have been swapped.
