The traffic flow is mapped to a traffic class (TC), based on QoS requirements of the traffic flow. A transmission budget of an access class (AC) is calculated, each AC including at least one TC. A determination is made whether the traffic flow can be admitted, by calculating whether the transmission budget can support the traffic flow. If the traffic flow is admitted, the parameters of the TC are adjusted and collisions in the TC between existing traffic flows and the newly admitted traffic flow are managed.

A radio network controller (RNC) receives a radio access bearer (RAB) request from a core network or a wireless receive/transmit unit. The RNC utilizes a TDD-FDD selector to assign radio resources in response to the request. The TDD-FDD selector evaluates various parameters regarding the received RAB request and determines whether it is preferable to assign TDD resources or FDD resources and whether such resources are currently available. Once resources are assigned, system conditions are evaluated to determine whether optimizations may be made to a current resource allocation.

An estimated geographic location of a mobile unit is determined. The mobile unit is provided with relative position data of at least one preferred communication area relative to the determined mobile unit estimated location. The mobile unit is then relocated to a preferred communication area based on the relative position data. Preferably, a request for a pre-designated preferred communication area location is initiated by a mobile unit transmission and received by a network base station. The mobile unit can be equipped with a global positioning system (GPS) to determine the mobile unit's estimated location. Transmission of estimated location data can be dependent upon whether the mobile unit or the network calculates relative position data.
