    Abstract: An MAC frame inputted from a port (in a line accommodation unit) to which a local private network is connected, is further inputted to an L2 forwarding unit 7. It is judged where the received MAC frame should be transferred by referring to a VPN definition table 3 or an L2 route table 6, and the MAC frame is outputted to a local port or is transmitted to an MPLS network after attaching a label to the MAC frame. If a transmission destination is not obtained, the MAC address of the received MAC frame and an input port are related and the correspondence is stored in a route registration unit for later bridging. Alternatively, the MAC frame is broadcast to all the ports other than the receiving port.

    Abstract: There is provided a packet scheduler for managing output awaiting packets stored in a plural of queue blocks each having a weighting coefficient settled based on an output guaranteeing bandwidth, whereby an output order for the head packets is stored in respective queue blocks. The packet scheduler includes means for controlling selection of a queue having a packet to be sent at the highest priority, based on scheduled output time information obtained by calculation using management information of the output awaiting packets and the weighting coefficient of each queue, and means for correcting processing carried out in the controlling means based on the current time information. The arrangement enables to ensure assignment of vacant bandwidth in a fair manner while suppressing erroneous operation deriving from deviation of a scheduled packet output time from the real time caused by a calculation error or the like in WFQ calculation.

A second converting unit converts a second header of packets transmitted by the outside network to the local network into a header for the terminals of the local network. The gateway apparatus operates as a Layer 3 routing apparatus for the local network and operates as a terminal for the outside network.

When the measured amount of communication data exceeds the upper limit value of the terms of subscription of communication of the respective subscribing PVC lines, that upper limit value is changed to a reference value limited by the limiting coefficient .alpha., and then a frame discard operation and advance notification are performed.
