The system includes a hood supported by a frame and moveable relative thereto between open and closed positions, and one or more spray heads coupled to the underside of the hood and configured to spray the target area when the hood is in the closed position, the spray heads and the hood configured such that the hood provides a wind barrier for the spray from the spray heads. The system further includes a liquid tank for holding the substance to be applied to the target area, an agitation system for desired mixing of the tank contents, and fluid pathways for delivery of the contents of the tank to the spray heads for application to the target area.
