    Abstract: A system and method for providing a security database for HTML documents in a World Wide Web application is provided. In particular, the database enables required security levels to be assigned to each HTML document individually. The database checks if the user has the required security level to access a particular HTML document. If the user has the required security level, then the HTML document is transmitted from the Web server to the user without any apparent (to the user) difference from the normal fashion. Thus, multiple HTML documents in a single server may have varying required security levels.

A simplified prior-art EPSS can be viewed as a computerized system which divides a process, such as designing, building, and marketing an automobile, into individual stages. At each stage, the EPSS makes various tools available to users and, in general, the tools available at one stage are different than those available at other stages. Under the invention, different users examine various tools, select those considered best, and submit the selected tools to a common repository. Other users of EPSS's can withdraw and use the selected tools.

The QIPP-PSS typically operates on a computer having a monitor and a memory for storing electronic records related to the organization of projects. Each project is divided into one or more phases, each phase is divided into one or more work activities, and each work activity is divided into one or more job aids. The records for the projects, phases, work activities, and job aids include linkages to maintain these relationships. The job aids may comprise a boilerplate file providing templates for a project, a help file explaining how to use the template, linkages to a reference guide explaining the job aid, examples providing models of completed work activities, and project forms for documenting work in progress using the templates from the boilerplate file.
