    Abstract: In general, a mobile virtual private network (VPN) is described in which service provider networks cooperate to dynamically extend a virtual routing area of a home service provider network to the edge of a visited service provider network and thereby enable IP address continuity for a roaming wireless device. In one example, a home service provider network allocates an IP address to a wireless device and establishes a mobile VPN. The home service provider network dynamically provisions a visited service provider network with the mobile VPN, when the wireless device attaches to an access network served by the visited service provider network, to enable the wireless device to exchange network traffic with the visited service provider network using the IP address allocated by the home service provider network.

    Abstract: A method is provided in one example embodiment and includes detecting user plane congestion at an eNodeB in connection with subscribers of a first one of a plurality of public land management networks (“PLMNs”) sharing a radio access network (“RAN”), identifying one or more of the PLMNs to be notified of the detected congestion in accordance with an agreement between the PLMNs, and reporting RAN congestion information (“RCI”) regarding the detected congestion to only the identified one or more of the PLMNs. The detecting may comprise determining whether detected user plane congestion exceeds a first congestion threshold indicated for the first one of the PLMNs. The method may further comprise terminating the RCI reporting when the detected congestion falls below a second congestion threshold specified for the first one of the PLMNs. The first and second thresholds may be indicated in a table associated with the eNodeB.

    Abstract: A method and apparatus for supporting end-to-end quality of service (QoS) reservations for an implicit reservations model are provided. The invention teaches how to implement implicit resource reservations using the open-standard Resource and Admission Control Function (RACF). A request for resources for a given reservation between an originating and a terminating point in a network is received. A central controller for that domain processes the request for a given domain to determine whether routes for said reservation are available and whether necessary bandwidth for said reservation is available. An implicit reservation and a release of the bandwidth are respectively accomplished with a specific number of messages. If the routes and bandwidth are available, the reservation for the given domain is confirmed and the reservation request is passed to another central controller for a next domain having resources required to satisfy the reservation request.

    Abstract: Apparatus and method for controlling establishment of telecommunications call connections in a telecommunications network. The network comprises a plurality of switches each with its own switching processor means, and a plurality of switching processing platforms each comprising at least one call processor. The switches and switching processing platforms are interconnected by a data network. SS7 signaling messages are received in one of the platforms and a call is assigned to a call processor. The call processor communicates with one or more switching processor means for controlling establishment of the call. Call features are processed under the control of the call processor. Advantageously, any call processor can be used for serving any call in the network and can control all legs of a multi-leg connection. Advantageously, in a large network, the number of platforms may be significantly less than the number of switches which reduces the cost and complexity of administration of the network.

    Abstract: Apparatus and a method for establishing voice band telecommunications connections using a cross connect/switching system (CCSS) for establishing all or part of the connection setments required for individual calls. The CCSS contains bundles of provisioned paths and also has facilities for establishing individual per call paths which do not use these bundles. When a call is received, the CCSS switches the call through a combination of provisioned and unprovisioned paths. In the preferred embodiment, the CCSS is an asynchronous transfer mode (ATM) switch enhanced with converters to communicate with pulse code modulation (PCM) facilities for communicating with other switches and with associated PCM switches. Terminal adapters are provided in either the CCSS or the associated switches or both for processing voice signals to perform functions such as echo cancellation or speech quality enhancement.
