Abstract: A communication system and apparatus for measuring quality of experience (QoE) are provided. The communication system includes a source access network device and a target access network device, wherein the source access network device is configured to determine that a terminal device is handed over from the source access network device to the target access network device, and the target access network device is configured to receive first indication information from the source network device, where the first indication information indicates a quality of experience (QoE) measurement that has been started by the terminal device. When load of an access network device is high, the QoE measurement executed by the terminal device is adjusted to reduce the load of the access network device and improve communication efficiency.

Abstract: In a communication method, a first network node sends a first message to a second network node, where the first message includes first configuration information. The first network node receives a second message from the second network node, where the second message includes second configuration information determined based on the first message.
