    Abstract: In a mobile communication network system for locking an operation on a cellular telephone comprised of a cellular telephone body, and an information storage medium that is inserted in the cellular telephone body and that is assigned a specific telephone number, provided are a service control apparatus that associates a terminal identification number assigned to the cellular telephone with the telephone number of the information storage medium currently inserted in the cellular telephone to manage, and an information management server which acquires a telephone number of the information storage medium corresponding to the terminal identification number of the cellular telephone targeted for locking from the service control apparatus, and locks the operation on the cellular telephone based on the telephone number.
