When adjusting the recording power such that the reflected light level matches the target value, the target value is not set to a constant level, but set in accordance with the linear velocity. Target values at different linear velocities differ and, with this configuration, an appropriate target value is set and an appropriate recording power corresponding to the linear velocity is obtained.
