The support plate is combined on the base, possible to be a flat net plate or a plate with a plurality of cone-shaped projections for storing water-absorbing material. The support plate has a circumferential short wall for receiving the plating layer therein for planting lawn, flowers, evergreens, etc. according to a person's taste and liking.

Abstract: A raising device for a Venetian blind has a lift cord, and two intermediate turning elements. The intermediate turning elements each has two pairs of opposing disks, which are connected to two ends of a central reel, and has cylindrical protrusions sticking out from the other sides. Radially spaced engaging bars are formed on the inner sides of each pair of the disks. The intermediate turning elements are turnably fitted to the stationary support from the cylindrical protrusions with the disks being upright. Strings are connected to the central reels from the upper ends, and a lowermost one of the slats of a blind from the lower ends. The lift cord has spaced beads secured thereto, and is passed over a left turning element, which has radial bars for the beads to separably engage, from an intermediate part with two parallel portions next to the intermediate part passing onto between the each pair of the disks of the intermediate turning elements such that the beads can separably engage the engaging bars.

The upper sloping surface has elongated holes radially spaced out thereon, and the elongated holes each has a protruding part and a gap part opposing the protruding part on the lateral edges. The lower sloping surface has several pairs of upper and lower elongated holes radially spaced out thereon, and the upper and the lower elongated holes of each pair are aligned with each other to face a corresponding one of the elongated holes of the upper sloping surface with a pivotal part being interposed between each pair of elongated holes.
