    Abstract: Aspects of system information block (SIB) management during wireless communication include assigning a cell controlled by a network entity to a cell group based on at least one interference parameter of the cell, wherein the cell group is one of a plurality of cell groups into which each cell in the wireless network is assigned based on a respective interference parameter of each cell. The SIB management further includes identifying, within a subframe, one or more SIB resource blocks (RBs) in which a SIB transmission is scheduled for other cells in the cell group. In addition, the SIB management includes halting, at the network entity, one or more non-SIB RB transmissions of the cell in the identified one or more SIB RBs in the subframe in which the SIB transmission is scheduled for the other cells in the cell group.

    Abstract: Aspects of managing a connection in a wireless communication system are described. As an example, the aspects may include deleting, at a base station, context information associated with a radio connection of a user equipment (UE) with the base station when the base station stops serving the UE. Further, the aspects may include transmitting, by the base station, a context drop notification to one or more neighboring base stations, wherein the context drop notification indicates that the context information associated with the UE has been deleted at the base station. As such, based on associating the UE with the deleted context information, the base station or the one or more neighboring base stations may avoid attempting to fetch the context information of the UE from other neighboring base stations in response to receiving a connection re-establishment request from the UE.

    Abstract: Methods, systems, and devices are described for early radio link failure (RLF) declaration. A UE may identify a measurement report message (MRM) trigger and initiate an RLF procedure. In the RLF procedure the UE may determine whether a radio link condition indicative of an RLF has been satisfied before an expiration of a timer that is initiated by the MRM trigger. As an example, the UE may determine that a threshold number of uplink radio link signaling messages, such as MRMs, have been transmitted without a radio link control (RLC) acknowledgement (ACK). The UE may declare RLF based on the determination that the radio link condition has been satisfied. In some examples the UE may verify that channel conditions are better for a target cell than for the serving cell, and may declare RLF based further on the channel comparison.

    Abstract: Methods, systems, and devices are described for wireless communication at a UE. A user equipment (UE) may establish a connection to a serving cell and monitor channel conditions for the serving cell and neighboring cells. Based on the channel conditions, the UE may determine to read the system information of a non-serving neighbor. The UE may then read the system information of the non-serving neighbor cell while still connected to the serving cell. In some cases, the UE may store the system information in a database. When the time comes for the UE to access the neighbor cell (e.g., if the link to the serving cell fails) the UE may proceed with access procedures without delay using the stored system information.
