    Abstract: Interference and bit error rate measurements are made on the uplink and downlink to determine communications quality. Mobile station mobile assisted hand-off (MAHO) functionality is utilized to make the downlink measurements. Following filtering, the measurements are evaluated to identify potential candidates for reallocation. In one type of evaluation, when measured downlink bit error rate on a selected frequency is lower than a threshold and is worse than measured uplink bit error rate, then a better quality candidate is chosen to replace the selected frequency. In another type of evaluation, when a best available candidate has better interference than a worst quality one of the selected frequencies, that best candidate is chosen to replace the selected frequency.

    Abstract: A frequency plan revision proposal is evaluated to determine whether it is compatible with the current cell configuration by insuring that sufficient frequencies having appropriate operating modes are available for assignment to meet the traffic and control channel requirements and availability of the included cell transceivers. A record is kept of previously approved proposals resulting in a revision to the frequency plan assignment. A determination is then made as to whether the current proposal if implemented would have an adverse effect on the network in view of the previously approved proposals maintained by the record.

    Abstract: Utilizing a three pass processing procedure, a frequency plan revision proposal is defined, verified, implemented and confirmed by a network operator. In a first pass (evaluation), interference and bit error rate measurements are evaluated and used to create one or more proposals. These proposals are evaluated to confirm compatibility with the current cell configuration, coordination with previous proposals, and assignment of frequencies. In a second pass (pre-update verification), more measurements are evaluated to confirm the first pass proposals. A single proposal for each selected cell is then chosen for implementation in a network update. In a third pass (post-update verification), the measurements are again evaluated to verify, following the update, that the implementation of the proposal had a positive effect on the network.

    Abstract: Cellular telephone network textual messages are conventionally delivered to mobile stations for subscriber presentation on an included display. To accommodate a visually impaired subscriber, however, these textual messages are instead converted to an audible format and delivered to be heard by the subscriber instead of seen. In one embodiment, the textual messages are processed by a network connected audio device (like an announcement machine or a voice synthesizer) to generate an audible message which is then sent over a conventional voice/call connection to the mobile station. In another embodiment, the textual messages are delivered as data messages to the mobile station where a voice synthesizer generates the corresponding audible message for presentation to the subscriber. The textual messages delivered in either embodiment comprise, for example, short message service message, service provider information, charging rate information and location information.

    Abstract: The present invention describes a system and a method for distributing channel port loading functionality in a radio base station. The radio base station has a plurality of transceivers and at least one frequency agile combiner. The transceivers have a plurality of channel ports each able to transceive either one of at least two channel functions each having corresponding higher or lower loading averages. The method has steps of averaging loading of each channel port over a predetermined period of time, identifying and seizing the channel port having lower average loading, reconfiguring the identified and seized channel port to the channel function having the higher loading average, letting adjust the frequency agile combiner accordingly and transferring the communication having higher loading average on the reconfigured channel port.

    Abstract: In a cellular telephone system, mobile station measurements of received signal strength on each reference frequency are made in order to select a cell. At call set-up in or handoff to that cell, a voice frequency is selected by the system to carry the communication. A determination is then made as to whether the antenna used for the reference frequency is the same as that used by the selected voice frequency. From this determination, actions are taken as needed to address concerns over potential differences in broadcast coverage areas for the antennas. For example, an alternate voice frequency using the same antenna as the reference frequency may be chosen. Further, a test broadcast may be made on the selected voice frequency for comparison to the received signal strength on the reference frequency in order to confirm the selection of the cell and use of the selected voice frequency.
