An access agreement between the first and second organizations is formed, and the second organization stores the access agreement in an authorization profile. Authorization is requested for the user to access the private information within the second organization. The authorization profile is retrieved, and authorization for the user to access the private information within the second organization is granted if the access is authorized by the access agreement. In addition, in a method of authorizing access by users to private information stored by an organization as associated with a program, three types of caseloads are defined.
