The socket is disposed at the base and has a power end and a ground end. The detecting unit is disposed at the base and comprises at least two switches in communication with an AND gate. Communication between a plug and the socket is detected utilizing the AND gate. A voltage signal is output responsive to the detected communication. More specifically, a first voltage signal is output responsive to detection of receipt of both the power end and the ground end by the socket and/or receipt of the ground end by the socket and absence of the power end.
