Abstract: An information processing apparatus operating as a content use management server is disclosed. The apparatus includes a storage unit for storing a license as information for granting rights to use content and content attribute information, and a data processing unit for carrying out a content state shifting process in which to shift content usable states. The content usable states are formed by a bound state and a discrete state. The bound state refers to the state in which the content is allowed to be used by any of member clients on a local network of which the content use management server is a part. The discrete state refers to the state in which the content is allowed to be used only by a member client retaining the license for granting rights to use the content.
