If a cell of a first base station and a cell of a second base station are configured, the transmission circuitry sets a transmit power for the uplink signal based on the first parameter set upon detecting a DCI format from the first base station and sets transmit power based on the second parameter set upon detecting a DCI format from the second base station.

In a case where the second timer of the second group has expired: all transmission HARQ buffers in association with the secondary cells of the second group are flushed, and an uplink transmission on any cells in the second group except random access preamble transmission on the any cells in the second group is stopped.

The threshold value includes a first threshold value used when the vehicle is propelled while carrying a passenger, and a second threshold value used when the vehicle is propelled autonomously without carrying a passenger that is smaller than the first threshold value.
