When there is uplink/downlink data, the serving eNB stops data allocation to the UE and requests measurement reports (MRs) of neighbor eNBs, and the UE can be switched to a discontinuous reception (DRX) state during a DRX-inactivity time. Accordingly, it is possible to ensure decoding of a broadcast channel (BCH) of a neighbor cell and report CGI information.
