The protecting cloth is joined at its lower end to an area in the column side wall below the cover area, while leaving its upper end as free end. The retainer cloth is so joined at its lower end to the driver's side wall as to be capable of covering the upper end part of the protecting cloth as extended to the driver's side wall. The airbag is transversely folded and housed in the housing in a condition that the upper end part of the protecting cloth is extended to the driver's side wall and then the retainer cloth is superposed thereon.

An isolation insulative film (2), gate oxide films (3), gate electrodes (4) (word lines), and insulative films (5) are formed on a semiconductor (e.g., Si) substrate (1) in sequential order, and sidewalls (6a to 6f) are formed while substrate protective oxide films (6g to 6i) are formed so that the semiconductor substrate (1) is not exposed. Source/drain regions (261 to 263) are formed, and an insulative film (7) made of Si.sub.3 N.sub.4, SiON and the like is deposited. Then, an interlayer insulative film (8) is formed over the top surface. The insulative film (7) has an etching rate lower than that of the interlayer insulative film (8).

An integration element (318) of the arithmetic operations unit (314) then integrates the acceleration signal having the deformed waveform with respect to time, so as to obtain an integral value of the acceleration signal.

The apparatus has a signal integrator 3 that integrates an area of the signal defined by the thresholds as well as an acceleration area of the same signal. The apparatus has a determination unit 4 that determines a collision if an integral provided by the signal integrator 3 is above a value corresponding to an OFF collision that requires no deployment of the air bag.

The first capacitor electrode includes a first-layer electrode having an upper and lower surfaces and a circumferential side surface, and a second-layer electrode which is connected electrically to the lower surface of the first-layer electrode and has a circumferential side surface located inner than the side surface of the first-layer electrode. The capacitor dielectric film is in contact with the upper surface and side surface of the first-layer electrode and spaced out from the side surface of the second-layer electrode. This electrode arrangement suppresses the emergence of a leakage current at the side surface of the second-layer electrode.
