The surface layer 1 is a vinyl chloride resin layer. The retroreflective sheet further includes, between the vinyl chloride resin layer and the glass bead holding layer, a barrier layer 2 for preventing deterioration of the metal reflective layer. The barrier layer 2 is preferably an alkyd-melamine resin layer.
