The device includes a physical processor that runs a plurality of operating systems in parallel; and an output unit that is configured to display a display element on the display by outputting the display element generated by each of the plurality of operating systems to the display. The plurality of operating systems include: a first operating system that is configured to generate a precedent display element; and one or more second operating systems other than the first operating system. The first operating system is activated prior to activating the one or more second operating systems when activating the vehicle control device.
