The appearance transitions sequentially from FIG. 1 through FIG. 3. The process or period in which one image transitions to another image forms no part of the claimed design.

The broken lines in FIGS. 1-3 form no part of the claimed design. The outer broken line circle illustrates the display panel and forms no part of the claimed design. The broken lines illustrating the portions of the animated computer icon form no part of the claimed design.

The ornamental design for a display panel or portion thereof with animated computer icon, substantially as shown and described.
