The cylindrical punch and piercing member are connected to each other by a coil spring and each is extendable from an outer housing of the implement by gripping laterally extending flanges and pressing on an actuator in a manner similar to that used to operate a medical syringe. The cylindrical punch is extendable to a predetermined distance when pushing the actuator over a first section of its total range of movement to remove an end section of a cigar's wrapper or binder, after which the piercing member may be extended from the cylindrical punch by a further distance to form a passage of controllable depth upon pushing the actuator over a second section of its total range against the bias provided by the coil spring.
