The first stage includes a first top container having an associated weighing device, e.g., a load cell. The second stage includes a second bottom container having an associated weighing device, e.g., a load cell. A high speed bulk feed subsystem supplies product to the top cup. A low speed dribble feed subsystem supplies product to the lower cup. In operation, the bulk feed subsystem feeds product to the top cut at a high speed. The top cup fills to its first setpoint (plus overfill, e.g., attributable to feed momentum) once per cycle. When the system controller recognizes that the top cup weight has reached the first setpoint, it pauses th bulk feed, discharges the top cup into the bottom cup, starts the dribble feed into the bottom cup, and starts the next cycle of bulk feed into the top cup. The ice maker delivers particulate ice into a hopper housed within the ice bagging unit. The ice bagging unit includes a bag carrier which retrieves a bag from a bag supply and opens the bag underneath a delivery chute communicating with the hopper via an auger. A scale supports the bag during its filling to measure the weight of the ice delivered into the bag from the hopper. When the scale registers the desired amount of ice, the auger ceases to deliver ice from the hopper into the delivery chute. The ice bagging unit further includes a sealer arm and heating element wherein, after the bag is filled, the sealer arm pivots to detach the bag from the bag carrier and force both sides of the open end of the bag against the heating element. In each cycle of machine operation, the loaded scales are surveyed, and a combination of the scales which most accurately yields a desired target weight is dumped into a single package. The dumped scales are then reloaded and the process is repeated. Each of the scales has an associated vibratory feeder and accumulator which receives the product from the bulk container and dispenses the product to the scale as needed. In order to feed the scales with loads that provide a large selection of combinations close to the target weight, a control for the vibratory feeders regulates the duration and amplitude of the vibrations in accordance with the loads measured in preceding machine cycles.
