A contact plate is slidably receivable in the axial slot and is dimensioned to accommodate a tracer wire and an insulator cover received in the receiving slot at a first axial position and to sever the cover and conductively engage the tracer at a second axial position. A fastener threadably engages the base. Upon tightening the fastener to the base, a shoulder extending from the contact plate is displaced and ultimately stopped so that the plate is disposed at the second position.
