The handheld device 200 comprises a holder body 202 with two or more slots to house two or more dispensers that dispense two or more base colour liquid lipsticks. The handheld device 200 further comprises a container 212. In order to create customised liquid lipsticks, a user follows a colour recipe chart 600 and dispenses the two or more base colours in the two or more dispensers in predetermined ratios to create a custom colour in the container 212. While the present description focuses on creating liquid lipsticks, it will be apparent to those with ordinary skill in the art that the handheld device 200 and the method can be used to create any other colour cosmetics or artists colours.
