The pole coupling portion has a pole coupling body and an internally disposed affixed ring having a gap portion. A clip is connected to the pole and is positioned within gap to limit radial rotation of the pole coupling portion. The lamp coupling portion has passageways for the passage of wires from the pole coupling portion to a lighting module attached to the lamp coupling portion. The light can be radially positioned with respect to a longitudinal axis of the pole and radially rotated with respect to the pole coupling portion.

The traffic signal is controlled by a processor at an attached or nearby controller box, and the processor is operable to receive speed, location, and heading data directly from nearby automobiles. The processor determines, based on detected or received data corresponding to approaching automobiles, a level of safeness associated with crossing the opposing traffic lane. The level of safeness is calculated by determining an expected time to arrival of an approaching automobile at the traffic intersection, and comparing the expected time to a width of the opposing traffic lane. A light pattern at the traffic light indicates the calculated level of safeness.

When in use, the mounting surface of the hanger is placed against a vertical support structure and secured into position using the fastening devices. Once two hangers have been secured, a cross member is slid into and through the central openings of the two hangers, being supported by the hangers. The cross members can then provide a base onto which a platform may be assembled for such uses as hunting, camping, or other outdoor activities.
