The mobile node establishes a communications bearer for communicating across the mobile radio network, to generate a packet data connection activation request, including a service level identifier representing a priority of the mobile node and to communicate the packet data connection request to the core network. The core network establishes a communications bearer with the mobile node in accordance with the packet data connection request and to adapts the routing configuration and communications resources following a change of location of the mobile node with a priority determined by the service level identifier. Through inclusion of the service level identifier in the packet data connection request, relative priority is given to mobile nodes requiring higher priority data transmission.
