If the packet is from an existing call, the packet is routed and the time the packet was received is updated. If the packet is from a new call, it is determined whether the port has sufficient bandwidth to route the new call. If the port has sufficient bandwidth, the packet is routed, bandwidth is allotted for subsequent packets from the new call, and the port information is updated to accept the subsequent packets. If the port does not have sufficient bandwidth, the packet is dropped.

This price is then delivered to the customer via the fast reflector switch. The standard deviation of the resource level values at each node over the specified time period is also determined. A price is then set on the basis of the sum of the average amounts and the sum of the standard deviations. In this way a price which takes into account recent variation in traffic levels as well as average traffic levels is provided.

    Abstract: A telecommunication system and method for communicating between at least two end users over a telecommunication network, where the communication is defined by a set of parameters. At least two entities, such as one or both of the end users and/or the service providers negotiate an agreed set of values for said parameters that define the desired communication. The entities also negotiate a warranty agreement with the network service provider defining at least one of the agreed parameters to be warranted including a compensation method to be applied should said at least one monitored parameter fail to meet the corresponding one of said agreed values. The agreed warranted parameters are monitored once the communication is established and, in the event of a failure of the monitored parameters to meet agreed values, at least one of the entities is compensated in accordance with the agreed compensation method.

    Abstract: A call pricing center that assists Internet Protocol (IP)-compatible devices in defining preferences, including prices, for completing an IP routed transaction. A centralized routing engine associated with a clearinghouse uses the preferences to assist IP devices in making routing decisions. The pricing center provides IP network operators and retail IP telephony gateway operators with significant flexibility by allowing them to designate preferences and preference criteria. A source gateway operator may set preferences such as the maximum price that it is willing to paid for a call, the maximum delay that will be tolerated and the maximum autonomous system hop count that will be tolerated. A destination gateway operator may also set preferences relating to the prices it will charge for terminating calls. Using preference criteria, a gateway operator may specify particular times call prices are to be effective and to what called number ranges they are to be applied.

The support nodes (SGSN, GGSN) are connected to an intra-operator packet switched backbone network (13). The serving support nodes and the gateway support nodes collect charging information on usage of the radio interface and the data network (15), respectively. The system is further provided with a billing gateway support node (BGGSN) connected to the internal backbone network (BGGSN) to receive user-specific charging information collected by the other support nodes, and to forward the charging information to a charging system.
