When a user makes a 911 (emergency) call, different categories of users receive different treatment. A caller on a favorites list may also receive the same, or similar, treatment. General callers, on the other hand, can be sent to voicemail, as is currently the practice for all callers. The system can enable callers to be informed as to why the user is not answering, rather than being sent to voicemail with no explanation. The system can be used to provide this additional information to family members, business contacts, PSAPs, and other important callers.

The central unit may determine a geographic location identification of the external location tag—e.g., by evaluation of the billing rate code—and may select a billing rate for billing for service(s) available to the user, based on the billing rate code at the external location tag. The mobile terminal may access the external location tag via a local communication connection, which may be set up between the mobile terminal and external location tag, such as using a corresponding wireless interface therebetween.

The charging system then initiates charging of the session to the third party based on the third party identifier.

This approach results in a systematic solution to blocking of emergency callbacks that applies to various kinds of restriction services yet is relatively simple to administer.
