The MIH user (14) notifies a link controller (12) via the MIH function unit (13) of a condition setting request including a first judgment logical formula being a condition to start an establishment of a radio link with the second network and a second judgment logical formula being a condition to execute a handover from the first network to the second network. The first judgment logical formula and the second judgment logical formula each indicate a combination of thresholds to be satisfied by a plurality of respective link is parameters in the radio link established with the first network.

In the case of a conflict error, the user is presented with an error indication that identifies the conflicting endpoints and optionally allows the user to correct at least one conflicting endpoint. The configuration data is revalidated after a change is made by a user. Changes are propagated to affected data objects. A number of error types may be automatically updated.

The hub provides connectivity between the plurality of subscriber premises and the central office. The method and apparatus include categorizing the plurality of subscriber lines into a plurality of groups based on penetration rates and churn rates of the plurality subscriber lines. Each group of subscriber lines are connected to feeder lines based on the penetration and churn rates for POTS and/or DSL services. Subscriber line groups with high penetration rates and high/low churn rates are coupled directly to feeder lines. Subscriber line groups with low penetration rates and high/low churn rates are terminated at the hub. Subscriber lines with an intermediate penetration rate are candidates for being connected to the feeder lines via an automatic switch.
