A threaded rod is passed through the flange and held in place with a first nut below the flange and a second nut above the flange. Once the rod is in place there is no reason to have to reach under the flange. The bracket of the toilet seat is then placed over the rod and secured with a third nut. A cap on the bracket conceals the rod and nut. The toilet seat can easily be removed by merely removing the third nut and lifting the seat off the flange. Another embodiment utilized a threaded opening in the toilet bowl flange so that a bolt can be admitted from above the flange to secure and remove the toilet seat.
