The paving layer 2 comprises an asphalt paving 21 or a concrete paving 6, both of which may include the used paving layers. It is preferable that the asphalt paving is porous and the surface thereof has an unevenness. Additionally, it is preferable that the thickness of the surface layer is 1-300 mm for the concrete paving and 2-15 mm for the asphalt paving.
