In particular, the present invention relates to a polythiophene-based conductive polymer composition comprising an aqueous solution of a polythiophene-based conductive polymer, an alcohol-based organic solvent, an amide-based organic solvent or an aprotic highly-dipolar solvent, a melamine resin and a binder selected among a polyester, a polyurethane resin and an alkoxy silane in a predetermined mixed ratio.
