    Abstract: A method and apparatus for selecting a communication system in accordance with the geographic region in which the subscriber station is located is described. Upon successful acquisition, a system determination processor examines the received system identification information and compares it with system identification information stored in a universal system table to determine the geographical region of the identified communication system. The system determination processor then determines whether the acquired system is the most desirable system for use in the geographical region. If it is the most desirable system for use in the geographical region, the system determination processor selects the acquired system for providing service. If it is not the most desirable system for use in the geographical region, the subscriber station attempts to acquire a more desirable system using information from the universal system table.

    Abstract: A system for providing an accurate prediction of a signal-to-interference noise ratio is described. The system includes a first circuit for receiving a signal transmitted across a channel via an external transmitter. A second circuit generates a sequence of estimates of signal-to-interference noise ratio based on the received signal. A third circuit determines a relationship between elements of the sequence of estimates. A fourth circuit employs the relationship to provide a signal-to-interference noise ratio prediction for a subsequently received signal. In the illustrative embodiment, the inventive system further includes a circuit for generating a data rate request message based on the signal-to-noise ratio prediction. A special transmitter transmits the data rate request message to the external transmitter. In the specific embodiment, the relationship between elements of the sequence of estimates is based on an average of the elements of the sequence of estimates.

    Abstract: A method and apparatus for transmitting voice and data in a code division multiple access (CDMA) wireless telecommunications system is described. In an exemplary embodiment of the invention, a base station transmits voice information at a voice transmit power and data at a data transmit power that is equal to a maximum transmit power minus the voice transmit power. In a preferred embodiment of the invention, each base station reports the voice transmit power to a base station controller in 20 ms intervals. The base station controller responds by calculating an available data transmit capacity, and by forwarding data to each base station equal to the available data transmit capacity. Each base station then transmits all voice data at the current voice transmit power, and data at the current data transmission power. If the amount of data received exceeds the capacity provided by the current data transmission power, some data is not transmitted.

    Abstract: A forward link power control mechanism measures the reverse link power control bits which are transmitted on the forward traffic channel. At the remote station, the reverse link power control bits from multiples base stations or multiple signal paths are measured, combined, and filtered to yield an improved measurement of the forward link signal quality. The reverse link power control bits which are deemed unreliable are omitted from use in the power control loop. The remote station generates a set of forward link power control bit in accordance with the measurements and transmits these bits to all base stations in communication with the remote station. Each base station adjusts its gain of the forward traffic channel in accordance to its measurement of the forward link power control bit. However, the gains of the forward traffic channels of the base stations are corrected periodically so that erroneous reception of the forward link power control bits by the base stations do not accumulate.

    Abstract: The present invention provides a method and apparatus for providing improved quality or power control by recognizing the delays inherent in a closed-loop communication system. The mobile station or receiver properly adjusts its forward link quality or power level thresholds or measurements with which it compares incoming frames or portions thereof to reflect the level it anticipates receiving (after the delay). For example, the mobile station can recognize that at a given measurement time, two outstanding messages have not been executed by the transmitter (where each message indicates a corresponding increase of 1 dB). As a result, the mobile station can adjust its measurement threshold down by 2 dB to more closely correspond to future power adjustments. If the currently received frame or portion thereof is still below the readjusted threshold, then the mobile station sends out a new message to request a further increase in the forward link channel.

The binary quasi orthogonal code vector is applied to a message signal to provide an encoded message signal for transmission in the communications system. The transmission method also includes forming a vector matrix using a series of cyclic shifts of a sequence having a characteristic polynomial.

    Abstract: A method and apparatus for performing inter-system hard handoff between communication systems or inter-frequency hard handoff within a CDMA communication system is disclosed. The purpose of this invention is to reduce the probability of dropped calls during inter-system hard handoff. In the event that a hard handoff attempt is unsuccessful, the mobile station will return to the original system with information which the communication system of the present invention uses to assist in the performance of future handoff attempts. Alternatively, with no handoff attempt made, the mobile station monitors the destination system then returns to the original system with information used to assist in subsequent handoff attempts. The information returned from monitoring a CDMA system consists of results of a search for one or more pilots given at offsets in a specific list provided to the mobile station by the base station or a set of offsets based upon a predetermined search algorithm.

Timing information acquired during handoff enables accurate updating of the estimated timing error 417 subsequently transmitted in the neighbor lists by the base stations.
