    Abstract: Methodology and corresponding apparatus ensure the integrity of utility metering data during power outages while providing improved memory integrity. An initial step includes determining and storing an energy top value that is representative of metered energy, and also includes establishing an update pattern. Accumulated energy is then monitored until a predetermined energy threshold is crossed, at which point a selected state in the update pattern is stored into one of a plurality of energy increment cells. Such stored value can be validated at some point after the data read. The steps of monitoring accumulated energy and storing a selected value/state of the update pattern into additional energy increment cells continue until each of the plurality of energy increment cells is updated with a new value. Upon completion, the energy top value is updated with a new energy total and the process of cycling through each energy increment cell is repeated.

    Abstract: Disclosed is a method for fabricating fine conductive patterns using a surface modified mask template, the method including: depositing a high molecular substance on a substrate; applying a hydrophobic material onto the high molecular substance so that the hydrophobic material can infiltrate into the high molecular substance; forming a mask template by removing a part of the high molecular substance to form a recess where a region of the substrate is exposed to an outside; depositing conductive ink on the mask template; and performing annealing to abstract metal particles from a metallic compound dissolved in the conductive ink so that an insulating pattern can be formed in a region on which the high molecular substance is deposited, but a conductive pattern can be formed as the metal particles are abstracted from the conductive ink in the recess and cohere with each other.

    Abstract: Disclosed are apparatus and methodology for securing access to an underground device such as a storage tank. A lockable blocking plate is secured to a filler cap for an underground storage tank in a manner to inhibit access to the filler cap. The locking mechanism is configured such that the lock and blocking plate may freely rotate with respect to the filler cap. The blocking plate may include a side skirt extending to cover portions of the filler cap and, optionally, portions of a standpipe and coupling for the filler cap. Free rotation is enabled by way of an annular groove in a portion of the locking mechanism, and into which groove one or more locking portions may be inserted, or by way of a freely moving swivel boss attached to the filler cap.
