On one side, the recess is open so that, as the coil is wound on the bobbin, successive layers of coil wire form a wall-like surface closing that open side. As the fuse is press fit into the recess, it is also forced into intimate contact against the wall of wire. Thus, the only material between the fuse and wire is a thin plastic shell forming the fuse housing. Since the fuse rating takes this wall thickness into account, there is effectively no thermal insulation between the coils and the fuse. Water within the outer container wicks by capillary action up the side walls of the porous pot and wets any soil or like medium contained within the inner pot. The lower part of the inner pot is coated with a water-impervious layer to control the elevation at which the wicking water may enter the soil. Also, a special pot liner enables gases to be bi-directionally vented throughout a selected region in the bottom of the inner pot. When desired, water may be drained out the bottom of the inner pot. The inventive process adjusts the percentage of moisture maintained by soil, or the like, by rating the moisture needs of plant species, the season of the year, and the type of growing medium used. Near the end of the tensioning slide travel, there is a mechanical interference between two moving parts (i.e. between a cable tensioning slide and a cable severing lever arm having a blade attached thereto.) However, if the cable tie tension exceeds the pulling capability of the tensioning slide, one of the moving parts is immobilized and the interference does not occur. Thereafter, the cable severing lever arm may take a full stroke and cut off the strap end while the tensioning slide is being held at midstroke position by the tension in the cable tie strap.
