    Abstract: A method in a computer system for optimizing allocation of a fixed medical payment to a variety of medical services. The method includes the steps of first selecting a standard rate representing an unadjusted amount of money to be received for the rendering of medical services. Next, the method generates an adjusted standard rate by adjusting the standard rate by at least one adjustment factor. The method then selects a base medical service rate from a plurality of medical service rates. Finally, the method divides the adjusted standard rate by the base medical service rate in order to generate a quantity of medical service points available.

    Abstract: A method is provided for manufacturing paper by means of layer-by-layer nanocoating techniques. The method comprises the sequential processing of an aqueous pulp of lignocellulose fibers which is first subjected to nanocoating by alternatively adsorbing onto the fibers multiple consecutively-applied layers of oppositely-charged nanoparticles, polymers and/or proteins thereby making a modified aqueous pulp of multi-layer nanocoated lignocellulose fibers, then draining the water out of the modified pulp to form sheets of multi-layer nanocoated fibers, and drying the formed sheets of multi-layer nanocoated fibers. The resulting dried sheets are then processed to make a finished paper that has superior physical strength and improved surface properties.

    Abstract: An apparatus and method for lifting, moving, aligning and lowering a toilet. The apparatus comprises a base frame having three sides, and a lift frame pivotally attached at a first end to the base frame. The apparatus further comprises a jack device, operatively attached to the lift frame, for selectively lifting and lowering the lift frame, and an arm pivotally attached to the lift frame. In one preferred embodiment, the jack device includes a jack cylinder, a piston concentrically disposed within the jack cylinder, and a U-shaped member. In the most preferred embodiment, the U-shaped member is attached at a first point to the piston, and wherein the U-shaped member is pivotally attached to the lift frame at a second point, so that as the piston extends from the jack cylinder, the lift frame is moved. A total of three (3) pivot point sets are included in the most preferred embodiment. Left and right side alignment tubes may also be included.

    Abstract: The invention is a computer implemented technique for id entifying anomalous data in a data set. The method uses cascaded k-Means clustering and the ID3 decision tree learning methods to characterize a training data set having data points with known characterization. The k-Means clustering method first partitions the training instances into k clusters using Euclidean distance similarity. On each training cluster, representing a density region of normal or anomaly instances, the invention builds an ID3 decision tree. The decision tree on each cluster refines the decision boundaries by learning the sub-groups within the cluster. A test data point is then subjected to the clustering and decision trees constructed form the training instances. To obtain a final decision on classification, the decisions of the k-Means and ID3 methods are combined using rules: (1) the Nearest-neighbor rule, and (2) the Nearest-consensus rule.

The apparatus further comprises a hydraulic port configured to deliver hydraulic fluid to the latch dog carrier so that the shell moves relative to the latch dog carrier in order to disconnect. A method of releasing a union is also disclosed.
