    Abstract: Systems and methods for effectively and economically annihilating non-indigenous marine species and pathogenic bacteria in ship ballast water. A preferred embodiment comprises adding a killing agent to ballast water tanks and subsequently adding a reducing agent to the container. Oxygen is subsequently introduced to the ballast water to eliminate any excess reducing agent, and to ensure compliance with the dissolved oxygen discharge requirements of the receiving water.

    Abstract: Control of lead contamination in residential water supplies is accomplished by cathodic protection of lead-containing piping and lead-containing fixtures. Specifically, a partially insulated wire is inserted into lead-containing service lateral piping. Application of a DC current to the partially insulated wire causes the wire to act as an anode and transforms the walls of the pipe into the cathode, thereby protecting against corrosion. Alternatively, a sacrificial anode is inserted into a lead-containing fixture. The electrical potential generated by corrosion of this sacrificial anode transforms the walls of the fixture into a cathode thereby preventing corrosion. Carbonate scaling built-up prior to the initiation of cathodic protection may be removed by temporarily blocking the water pipe and introducing cleaning chemicals.

    Abstract: A topical anesthetic solution includes a tetracaine base dissolved in a solvent, such as isopropyl alcohol. A method for anesthetizing the ear canal and tympanic membrane using the anesthetic solution includes providing a dry, expandable applicator which expands as it absorbs a fluid and inserting the applicator, dry or partially wetted, into the ear canal and advancing the applicator into the ear canal to the vicinity of the tympanic membrane. The applicator is then fully wetted with the anesthetic solution, causing the applicator to fully expand within the ear canal, and is left in the ear canal for a period sufficient to effect anesthesia of the ear canal and tympanic membrane. An apparatus for applying a topical anesthetic to the ear canal and tympanic membrane includes an expandable, absorbent applicator that expands when soaked with a liquid, an applicator withdrawal tether attached to the applicator, and an applicator inserting and soaking device.
