The at least one opening may be acutely oriented with respect to a plane extending along the power shaft's central longitudinal axis wherein the plane intersects the opening axis at the interior opening. The actuator includes a hydraulic cylinder that axially extends and retracts a shaft. A curved plate on the apparatus supports the patient's body or extremity in a fixed position during the treatment. A pressure sensor in the cuff transmits pressure data to an operator or electronic processor.
