A geocomposite core jacket (14) having a plurality of perforations (16) surrounds the core pipe (10). A geotextile filter fabric (18) wraps around and surrounds the geocomposite core jacket (14). The geotextile filter fabric (18) is permeable to water (20) or other fluids and filters out soil particles (22), or other particles, whereby the water (20) readily permeates the geotextile filter fabric (18), the geocomposite core jacket (14) and the core pipe (10) to provide for a rapid and improved flow of the water (20) and subsequent drainage of the water (20) through the core pipe (10).
