Abstract: In a radio telephone communications system comprising bases and mobile units, a method of making communications channel assignments to mobile units wherein at least three signal-to-interference determinations are made in making the communications channel assignments to mobile units seeking to enter the system to begin communications, and wherein there are no signaling channels for making communication channel assignments; signaling for assigning communications channels being done only via the communications channels.
