A base member has a vee groove for supporting a fixed optical fiber and a second optical fiber in optical alignment with the fixed fiber. The groove contains sections of different dimensions that receive and align sheathed portions of the fibers and groove sections that receive and align unsheathed portions of the fibers. First aligning means on the base member longitudinally position the fixed and second fibers in the groove. Covering means mate with the base member for covering at least part of the sheathed portions of the fibers. However, each encoder only transmits billing data pertaining to a designated group of recorders to a remote processor. The arrangement is controlled by a single instruction format which specifies the parameters needed for each of the operations. The logic arrangement interprets a data word as a bit string with two boundary lines that divide the string into three regions: left region, quantum region and right region. The logic circuit operates upon the left and/or right regions of an output word to either clear all bits, set all bits, propagate the sign bit of an input word or retain the information in the left and right regions of an input data word.
