    Abstract: A method and apparatus for determining the extent of contact between an electrically conducting tube and an electrically conductive tubesheet surrounding the tube, based upon the electrical resistance of the tube and tubesheet. A constant current source is applied to the interior of the electrically conducting tube by probes and a voltmeter is connected between other probes to measure the voltage at the point of current injection, which is inversely proportional to the amount of contact between the tube and tubesheet. Namely, the higher the voltage measured by the voltmeter, the less contact between the tube and tubesheet.

    Abstract: A device is provided for grinding down the crown of a pipe weld joining aligned pipe sections so that the weld is substantially flush with the pipe sections joined by the weld. The device includes a cage assembly comprising a pair of spaced cage rings adapted to be mounted for rotation on the respective pipe sections on opposite sides of the weld, a plurality of grinding wheels, supported by the cage assembly for grinding down the crown of the weld, and a plurality of support shafts, each extending longitudinally along the joined pipe sections, parallel thereto, for individually mounting respective grinding wheels. Each end of the support shafts is mounted for rotation in a bearing assembly housed within a radially directed opening in a corresponding one of the cage rings so as to provide radial movement of the associated shaft, and thus of the associated grinding wheel, towards and away from the weld.

    Abstract: An improved lockout assembly for locking a circuit breaker in a selected off or on position is provided. The lockout assembly includes a lock block and a lock pin. The lock block has a hollow interior which fits over the free end of a switch handle of the circuit breaker. The lock block includes at least one hole that is placed in registration with a hole in the free end of the switch handle. A lock tab on the lock block serves to align and register the respective holes on the lock block and switch handle. A lock pin is inserted through the registered holes and serves to connect the lock block to the switch handle. Once the lock block and the switch handle are connected, the position of the switch handle is prevented from being changed by the lock tab bumping up against a stationary housing portion of the circuit breaker. When the lock pin installed, an apertured-end portion of the lock pin is in registration with another hole on the lock block. Then a special scissors conforming to O.S.H.A.

    Abstract: A method is provided for applying a gold ink coating to a thermocouple sheath which includes the steps of electropolishing and oxidizing the surface of the thermocouple sheath, then dipping the sheath into liquid gold ink, and finally heat curing the coating. The gold coating applied in this manner is highly reflective and does not degrade when used for an extended period of time in an environment having a temperature over 1000.degree. F. Depending on the application, a portion of the gold coating covering the tip of the thermocouple sheath is removed by abrasion.

    Abstract: A liquid level detector comprises a thermistor and circuitry for determining electrically if the thermistor is wet or dry and additionally, and continuously, if the thermistor is open or shorted. The voltage across the thermistor is filtered to remove low frequency electrical noise, then compared with a reference low voltage to determine if shorted and to a transition voltage chosen to be between the thermistor's normal wet and dry voltages to determine if the thermistor is wet or dry. The voltage is also compared to the supply voltage using a CMOS gate circuit element to determine if the thermistor is open. The gate passes both faults on to an LED to signal that a fault condition exists or indicates by another LED the wet or dry condition of the thermistor. A pump may be activated through a relay if the thermistor tests wet or dry, as desired.

    Abstract: An off-gas stack for a melter comprising an air conduit leading to two sets of holes, one set injecting air into the off-gas stack near the melter plenum and the second set injecting air downstream of the first set. The first set injects air at a compound angle, having both downward and tangential components, to create a reverse vortex flow, counter to the direction of flow of gas through the stack and also along the periphery of the stack interior surface. Air from the first set of holes pervents recirculation zones from forming and the attendant accumulation of particulate deposits on the wall of the stack and will also return to the plenum any particulate swept up in the gas entering the stack. The second set of holes injects air in the same direction as the gas in the stack to compensate for the pressure drop and to prevent the concentration of condensate in the stack.

    Abstract: A viewing device for observing objects in near-infrared false-color comprising a pair of goggles with one or more filters in the apertures, and pads that engage the face for blocking stray light from the sides so that all light reaching the user's eyes come through the filters. The filters attenuate most visible light and pass near-infrared (having wavelengths longer than approximately 700 nm) and a small amount of blue-green and blue-violet (having wavelengths in the 500 to 520 nm and shorter than 435 nm, respectively). The goggles are useful for looking at vegetation to identify different species and for determining the health of the vegetation, and to detect some forms of camouflage.

    Abstract: A method for friction welding that produces a seal having essentially no gas porosity, comprises two rotationally symmetric, generally cylindrical members, spaced apart and coaxially aligned, that are rotated with respect to each other and brought together under high pressure. One member is preferably a generally cylindrical cannister that stores uranium within its hollow walls. The other member is preferably a generally cylindrical, hollow weld ring. An annular channel formed in the weld ring functions as an internal flash trap and is uniquely designed so that substantially all of the welding flash generated from the friction welding is directed into the channel's recessed bottom. Also, the channel design limits distortion of the two members during the friction welding process, further contributing to the complete seal that is obtained.

    Abstract: A soil removal tool is provided for removing radioactive soil, rock and other debris from the bottom of an excavation, while permitting the operator to be located outside of a containment for that excavation. The tool includes a fixed jaw, secured to one end of an elongate pipe, which cooperates with a movable jaw pivotably mounted on the pipe. Movement of the movable jaw is controlled by a pneumatic cylinder mounted on the pipe. The actuator rod of the pneumatic cylinder is connected to a collar which is slidably mounted on the pipe and forms part of the pivotable mounting assembly for the movable jaw. Air is supplied to the pneumatic cylinder through a handle connected to the pipe, under the control of an actuator valve mounted on the handle, to provide movement of the movable jaw.

    Abstract: A method for recovering plutonium and other metals from materials by leaching comprising the steps of incinerating the materials to form a porous matrix as the residue of incineration, immersing the matrix into acid in a microwave-transparent pressure vessel, sealing the pressure vessel, and applying microwaves so that the temperature and the pressure in the pressure vessel increase. The acid for recovering plutonium can be a mixture of HBF.sub.4 and HNO.sub.3 and preferably the pressure is increased to at least 100 PSI and the temperature to at least 200.degree. C. The porous material can be pulverized before immersion to further increase the leach rate.

A comparison of the measurements yields the absorption fraction from which the hydroxide concentration can be calculated using a correlation of hydroxide or pH to absorption fraction.

    Abstract: An apparatus and method for detecting a chemical substance by exposing an optic fiber having a core and a cladding to the chemical substance so that the chemical substance can be adsorbed onto the surface of the cladding. The optic fiber is coiled inside a container having a pair of valves for controlling the entrance and exit of the substance. Light from a light source is received by one end of the optic fiber, preferably external to the container, and carried by the core of the fiber. Adsorbed substance changes the transmissivity of the fiber as measured by a spectrophotometer at the other end, also preferably external to the container. Hydrogen is detected by the absorption of infrared light carried by an optic fiber with a silica cladding. Since the adsorption is reversible, a sensor according to the present invention can be used repeatedly.

    Abstract: A rotary union for rotatably supporting an ultrasonic probe operable to nondestructively measure the thickness of steam generator tubes to determine the amount of corrosion experienced by the tubes includes a stationary body having a bore therethrough and an outlet drain, and a fitting rotatably mounted within the upper end of the body. The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe. An elastomeric lower bushing seals the annular arrangement to the lower end of the rotary union body and an elastomeric upper bushing seals the connector element to the fitting to permit the connector element and the ultrasonic probe connected thereto to rotate with the fitting relative to the body.

    Abstract: A low temperature solder and method for soldering an oxide layer-building metal such as aluminum, titanium, tantalum or stainless steel. The comosition comprises tin and zinc; germanium as a wetting agent; preferably small amounts of copper and antimony; and a grit, such as silicon carbide. The grit abrades any oxide layer formed on the surface of the metal as the germanium penetrates beneath and loosens the oxide layer to provide good metal-to-metal contact. The germanium comprises less than aproximatley 10% by weight of the solder composition so that it provides sufficient wetting action but does not result in a melting temperature above approximately 300.degree. C. The method comprises the steps rubbing the solder against the metal surface so the grit in the solder abrades the surface while heating the surface until the solder begins to melt and the germanium penetrates the oxide layer, then brushing aside any oxide layer loosened by the solder.

    Abstract: A heat recovery system with a heat exchanger and a mixing valve. A drain trap includes a heat exchanger with an inner coiled tube, baffle plate, wastewater inlet, wastewater outlet, cold water inlet, and preheated water outlet. Wastewater enters the drain trap through the wastewater inlet, is slowed and spread by the baffle plate, and passes downward to the wastewater outlet. Cold water enters the inner tube through the cold water inlet and flows generally upward, taking on heat from the wastewater. This preheated water is fed to the mixing valve, which includes a flexible yoke to which are attached an adjustable steel rod, two stationary zinc rods, and a pivoting arm. The free end of the arm forms a pad which rests against a valve seat. The rods and pivoting arm expand or contract as the temperature of the incoming preheated water changes. The zinc rods expand more than the steel rod, flexing the yoke and rotating the pivoting arm.
