The highest bidding licensee receives a permission authorizing the delivery and display of the media on their webpage, via the database recording the actual page views and deliveries for calculating a license fee to be paid to the host and to the media creators for use of the media thereon.

Abstract: A system and method is provided for improved fluorescence decay time measurement. A digital heterodyning technique is disclosed in which a photon detector is sampled at a rate slightly faster than a digitally pulsed excitation signal. A resulting cross correlation frequency is low enough to be read by inexpensive electronics such as by a field programmable gate array. Phase information in the signal provides correlation with corresponding photon detections.

In the first state a kinetic energy component is added to the system's rotor where two permanent magnetic materials, which are affixed to the rotor, are allowed to come into an angular range such that they act in a symmetrical manner on a fixed soft ferromagnetic material. This fixed soft ferromagnetic material also acts as the core of an electromagnetic coil and when the rotor's permanent magnets are at the closest proximity to the soft ferromagnetic core a voltage is applied across the coil, resulting in the soft ferromagnetic coil being saturated in a horizontal manner where previously it was polarized in a vertical manner while under the influence of the rotor's two permanent magnets.

If the initial patient information satisfies one of the well-established criteria or the probability models, additional patient information is obtained, typically including additional details about the patient's income and financial resources, as well as the income and financial resources of the patient's household. The patient information is compared to the eligibility requirements for the assistance program. If the comparison indicates that it is likely that the patient will qualify for benefits under the assistance program, then an application for the assistance program is provided and the application is completed and submitted.
