    Abstract: Paper and paperboard can be effectively repulped by a composition of nonchlorinated oxidizing agent (persulfates) and a buffer (carbonates) yielding a pH of 7-12. The repulping composition of the present invention is particularly useful in repulping paper containing wet strength resins.
